Cartoon look

1) Open your image in photoshop. I'm going to use this image for the tutorial:



2) Then go to filter > blur > gaussian blur. I usually set the radius to about 3.0 or something higher

3) Go to edit > fade gaussian blur & a window will come up. You can play with the opacity and the mode. I used "darken" in this image.
